Justice Muhammad Noor Meskanzai was born in Kunri, District KharanOn September 1st, 1956. His illustrious father, Dr. Molvi Muhammad Qasim Aini Baloch, built the Government Middle School (now High School), Kunri, where he received his elementary education. It was the Kharan District’s first-ever private school. The Government then decided to nationalize it in 1951–1952.
He left Government High School Kharan after graduating and traveled to Quetta to further his study.
He earned his F.A. from the Government Degree College in Quetta before continuing on to Balochistan University to earn his B.A. and B.Ed. On the subject of “Democratic Concept of Educational Administration,” he published a thesis that was well-received. In 1979–1980, he completed his LL.B. at the University Law College in Quetta.
In September 1981, Justice Muhammad Noor Meskanzai opened a law office in Quetta. Justice Muhammad Noor Meskanzai assumed the role of Legal Advisor to Custom, Mekran Division, and Mekran Scout in Turbat while still in private practice. He also served on the PTCL Mekran Division’s Panel of Legal Advisors.
From June until December 1998, Muhammad Noor Meskanzai served as the Assistant Advocate General for Balochistan. He was chosen to serve as the Balochistan Bar Council’s Vice Chairman from March 24, 2005, to March 24, 2006.
He was chosen to serve two terms as chairman of the executive committee. He served as Chairman of the Inter-Provincial Relations Committee, Balochistan Bar Council, prior to being elevated to Additional Judge, High Court of Balochistan. The Common Wealth Legal Education Association also counted him among its members.
A member of the Balochistan High Court’s Administration Committee and Cleanliness Committee is Muhammad Noor Meskanzai. Meeting International Human Rights Standards in Criminal Proceedings, a training on International Law for Judges, was attended by him.

The International Judicial Conference, which took place in Islamabad from April 13 to 15, 2012, and a workshop on international law for judges on “Meeting International Human Rights Standards in Criminal Proceedings” were both attended by him in 2012. Muhammad Noor Meskanzai also went to the 2011 Quetta Conference on Environmental Law.
On September 7, 2009, Muhammad Noor Meskanzai was promoted to the position of Additional Judge at the High Court of Balochistan, and on May 11, 2011, he was confirmed as a judge there.
On December 26, 2014, Justice Muhammad Noor Meskanzai took an oath to serve as Chief Justice of the High Court of Balochistan.
Mohammad Noor Meskanzai Shot Dead in Kharan
Former Chief Justice of Balochistan High Court Muhammad Noor Meskanzai shot dead while he was offering prayer in a mosque located in Kharan. According to Deputy Inspector General Police the incident took place in Kharan. He was offering prayer in mosque when he was shot dead. He was being taken to a hospital in Quetta but he succumbs to injuries.
