Sullivan was raised with her four siblings and was born into an Irish Catholic family in the Bronx. According to reports, her mother was a hospital administrative assistant and her father was a mechanic at a post office.

In 2011, Sullivan mentioned her high school job as a waiter at a Greek restaurant in a Jewish area during her commencement speech at the New England School of Law.

She taught math after earning her math degree from the College of the Holy Cross and continued working on her master’s degree at Brown University. Sullivan made the decision to become a lawyer shortly after and completed his studies at Georgetown University Law Center in 1984.

Between 1995 to 1999, Sullivan was a board member of the pro-life non-profit Feminists for Life. Her biography states that, before to joining Major, Lindsay & Africa, she served as Pillsbury Winthrop Shaw Pittman’s Executive Partner for Talent Development.

She also practised litigation at Shaw Pittman and Dorsey & Whitney while working as a partner in the firm’s Global Technology Group, which focused on IT sourcing and satellite system acquisition. With the help of renowned Australian law firm Arthur Robinson & Hedderwicks, Sullivan litigated before Australian courts in 1992.

During the 1984–1985 term, the attorney further worked as a clerk for the Honorable James M. Sprouse of the Federal Court of Appeals for the Fourth Circuit. Prior to becoming a lawyer, Sullivan worked as a systems engineer at Bell Laboratories and also taught arithmetic.

While both of them were practising law in Washington, D.C., in 1986, Jane Sullivan met John Roberts at a beach home. But after the former returned to the United States from Australia in 1993, they got to know one another and began dating.

In a conventional ceremony held at St. Patrick’s Roman Catholic Church in Washington, D.C., the couple got married in 1996. The couple, who proudly father their adopted children Jack and Josephine, are members of the Church of the Little Flower in Bethesda, Maryland.
