In a complaint submitted on Monday, a former worker who says Rudy Giuliani sexually attacked her and defrauded her of $2 million in unpaid pay gave further horrifying details of the former New York City mayor’s alleged abuse.
Noelle Dunphy, who was “secretly” working with Giuliani from 2019 to 2021 as his off-the-books business development director and public relations consultant, is suing him for $10 million in damages over claims of sexual assault and salary fraud.
Dunphy alleges Giuliani, 78, made it plain that sexual favors were a requirement of her work and payment for his promise to represent her pro gratis in a former domestic abuse case. She made the first public accusation of Giuliani in a summons in January.
Giuliani kissed Dunphy on her first day of work in January 2019 and urged her to provide “some flirtatious photos,” leaving her “stunned and shaken,” according the 70-page case submitted in Manhattan Supreme Court.
The court filing claims that he only became worse in his treatment of Dunphy. The lawsuit alleges that he coerced her to have oral sex the same month she was employed after first asking her intrusive questions about her sexual past. Dunphy said that the alleged abuse increased to the point that he compelled her to have sex with him in spite of her repeated refusals, frequently while drinking.

Giuliani routinely used Viagra, and Dunphy “worked under the virtually constant threat that Giuliani might initiate sexual contact at any moment,” according to the lawsuit.
Dunphy said the former mayor also exhibited controlling behavior, requiring she wear conservative clothing in public while asking her to work in a bikini, a skimpy set of shorts, or “short shorts with an American flag on them that he bought for her” while she was with him.
According to the court document, he allegedly demanded that she be “at his beck and call,” prohibited her from seeing or speaking to anybody on the phone without his consent, and established a “habit of calling her obsessively” – including 50 times on February 12, 2019.
Dunphy alleges that despite her repeated demands for money, Giuliani never gave her the roughly $2 million promised as compensation for her two years of work. As a result, she was abruptly let off in January 2021, according to Dunphy.
According to the lawsuit, Giuliani allegedly stated that he was unable to employ her on the books and had to postpone paying her until he could resolve his divorce from his third wife, Judith.
Giuliani is allegedly heard demanding sex and making sexist, racist, and anti-Semitic statements in many audio recordings that Dunphy said she possesses of him.
Giuliani “vehemently” denied all the allegations, his spokesperson said.
“Mayor Giuliani’s lifetime of public service speaks for itself, and he will pursue all available remedies and counterclaims,” said Giuliani’s communications adviser, Ted Goodman.
